Summary
When the Resource Management Review Panel began its task last year no one anticipated the COVID-19 pandemic which has dominated our lives in recent months. Our response as a nation has taught us at least two important lessons. First, when faced with a crisis such as this we must set clear goals and priorities to deal with it. And second, we can achieve our goals through the carefully coordinated efforts of us all. There is a proper case for short-term measures to expedite normal resource management processes in order to stimulate economic growth and employment. But it is more important than ever to set clear strategies for the long-term management of the system and establish processes necessary to implement the strategies agreed. In this report we recommend substantial changes to the present system with the aim of establishing more enduring solutions beyond the present crisis and bringing to an end the series of ad hoc interventions that have been an undesirable feature of legislative change.
