- On 1 April 2015, the Presiding Officer of the Waitangi Tribunal for the Porirua ki Manawatū District Inquiry issued directions that a scoping report be commissioned to assess the research needs of Ngātiawa ki Kapiti Coast and Ngātiawa/Te Āti Awa mai i Kukutauaki ki Whareroa claimants.1 This scoping report has been completed at a time when the claimants and the research within the Inquiry District are in transition and development. Therefore, this reports represents the currently pertaining situation, but also tries to anticipate the outcome of likely developments over the next six months to a year. It is necessary to do this, otherwise the risk would be run that views expressed in the scoping report may soon become outdated and redundant.
